2.5 The CatalystSM Methodology

CatalystSM is the comprehensive basis for our technical and management approach. A total methodology for business change and complex system development, Catalyst has a framework that facilitates and guides application system development, integration, deployment, and operational services. It provides the formal structure within which we will work.

CSC used Catalyst and its predecessor, the Digital System Development Methodology (DSDM), for over 18 years to support a wide range of commercial and Government customers in developing and maintaining their systems. Catalyst is thoroughly documented in 16 volumes, and is available to all CSC/PBFI Team employees. Catalyst supports the Level 3 and above criteria of Carnegie Mellon Universityís Software Engineering Institute (SEI) Capability Maturity Model (CMM) for Software. In fact, CSCís Integrated Systems Division has recently been awarded the Carnegie Mellon SEI CMM Level 4 Maturity Rating.

Catalyst is firmly based on CSCís values and beliefs about business change, system development, and the relationship between developers and users. From the Catalyst perspective, system development is viewed within the context of overall business change. That is, Catalyst covers all technical and management aspects associated with system development. Because it is so comprehensive, Catalyst can also be used selectively, with the user tailoring its components to specific customer and project needs. Hence, Catalyst can easily accommodate the needs of CHART II.

As shown in Figure 2-2, Catalyst is structured into six primary life cycle phases. These phases are:

As you read the rest of this proposal, Catalyst and its comprehensive approach to the management of system development will be a re-occurring theme. Since we used Catalyst to guide our CHART II design, reminders will be provided throughout this proposal of which phase of the Catalyst process we are in. Figure 2-2 also references sections of our proposal where specific Catalyst phases are addressed. If selected, we will continue to use the Catalyst methodology to guide us through the systemís full life cycle development, deployment, operation, and maintenance phases (depicted as "future" in Figure 2-2). By using these intermittent reminders, you will understand the full-cycled, systematic framework we are recommending to be followed.

CSC/PBFI Advantage: We have used the Catalyst Methodology to guide our design and will continue to use it throughout the life of CHART II.

The CSC/PBFI Teamís technical and managerial approach is both systematic and innovative. Section 3, Design Approach, presents our technical and managerial methodology and key design features. Section 4 provides the Technical Approach, Section 5 the details of Operations and Maintenance, and Section 6 the Management Approach.
