5.1 Life Cycle Requirements

We have described in earlier sections that our design and development process will incorporate the latest proven techniques for ensuring capture of system requirements, proper sizing of system capacities, and utilization of state of the art technologies to ensure the new CHART II system meets the needs of MDSHA. In our interviews and meetings one of the overriding concerns expressed by many is the ability of the system to adapt to future needs and technologies. While we cannot always predict the future, we can feel certain that technology will continue to present us with new hardware and software capabilities to assist us doing our day to day jobs.

The advent of ITS has spurred development of new technologies specifically designed for transportation management, and CHART has been a leader in the deployment of these technologies in the past. However, experience has shown that without a long range view of new technology it may lead to a dead end. The CSC/PBFI Team understands this and will utilize tools such as Catalyst and open architecture software to ease the burden of future system expansions.

Our design, utilizing state of the art hardware and software tools with currently accepted industry standards, will allow for planned growth and system expansion with minimal disruption to daily operations. The distributed design approach allows new technologies to be phased into the overall system. New software or field devices can be introduced in a "test bed" environment and then expanded throughout the system once their worth is proven.

Using the distributed approach will allow hardware to be "reused" when it is replaced due to growth or performance requirements. The device being replaced can be "moved" to a new location or function that requires less processing capacity thereby lengthening the life of that piece of hardware. The software investment is maintained by utilizing compatible hardware equipment.
