6.2.3 CSC’s CatalystSM and SEI’s CMM

CSC is proud of its emphasis on SEI compliance which, when combined with our CatalystSM methodology, has regularly achieved CMM Level 3 and with significant cost savings to our clients. Few in the industry have consistently achieved this rating level.

Over the past several years, CSC’s Corporate Knowledge Program has expanded Catalyst’s focus, including aligning it with the CMM guidelines. Figure 6-2 shows how Catalyst covers the 13 CMM Level 2 and Level 3 Key Process Areas (KPAs). This exhibit also closely maps to the WBS proposed under this response. In the exhibit, requirements from the CMM are individually mapped (by number from the CMM Level 2 and Level 3 KPAs) and separately mapped (by the document) to the logically operative Catalyst phase.

CSC/PBFI Advantage: Catalyst meets the standards of the CMM 13 Key Process Areas.

The use of the Catalyst methodology has helped CSC achieve an excellent record of SEI CMM Levels of maturity as shown in Table 6-2. Catalyst will enable the CHART II program to take the best practices of those projects that have achieved higher levels of maturity and apply them to this project.

Table 6-2. CSC Software Capability Evaluations

CSC/PBFI Advantage: CSC consistently achieves a high level of software maturity and the CSC/PBFI Team will achieve similar levels for CHART II.

Paul Byrnes, author of the Software Capability Evaluation Method

Key: *Compliant – A key process area is rated compliant if all of its goals are satisfied.

**Satisfied – The key process area practices or valid alternatives have been implemented and no significant weakness that impact goals have been identified.

We continue to perform periodic assessments against the CMM using internal and external Software Capability Evaluation (SCE) teams as part of our work to continuously achieve higher maturity levels throughout CSC. We also use the SCEs to pinpoint occurring or potential performance issues on individual projects so we can resolve them effectively and efficiently. To ensure we have the capability to conduct these SCEs for our customers, our Director of Total Quality (SEI ID No. 9800389-E), Robert Patterson, is one of only 33 Lead Evaluators worldwide that are approved by the SEI to lead SCEs.

The industry average reduction in latent error rates for Level 3 is 22%. On two recent CSC projects latent errors were reduced by 59% and by almost 100%, respectively. This reduction in latent errors saves time and costs for our clients and results in a product of exceptional quality. The CSC/PBFI Team will work to achieve Level 3 rating on the CHART II software development thereby gaining for the MDSHA a reduction in latent errors, significant cost savings, and a software product of the highest quality.
